Sean maintains a mixed civil, regulatory, and criminal practice, with a speciality in competition law. Before returning to private practice, he served for over five years in the public sector at the Hong Kong Competition Commission, where he last held the position of Deputy Senior Legal Counsel (PM) and was one of the Commission’s principal legal advisors.
During his tenure, Sean advised on a broad range of enforcement, investigatory, and litigation matters. He advised on numerous high-profile investigations and enforcement actions before the Competition Tribunal, including cartel cases in diverse sectors such as public housing, textbooks, cleaning services, information technology, and hospitality.
Prior to joining the Commission, Sean was in private practice, where he was frequently instructed in a wide range of matters. On the civil side, his experience includes professional negligence, commercial disputes, chancery matters, shareholder disputes, conveyancing, landlord and tenant matters, and intellectual property. On the criminal side, he has handled serious offences including murder, conspiracy to defraud, and drug trafficking.
Sean represented clients at all levels of court in Hong Kong, including the Magistrates’ Courts, District Court, Court of First Instance, and the Court of Appeal. He has conducted as sole counsel in both civil and criminal trials, and has been involved in various interlocutory applications, including but not limited to Mareva injunctions, disclosure orders, striking out applications, and applications for summary judgment. He also acts in both domestic and international commercial arbitrations.
Sean previously served as a Judicial Assistant at the Court of Final Appeal (Class of 2016), where he had the privilege of working under the Former Chief Justice, Permanent Judges, and various Non-Permanent Judges. He completed his pupillage under Victor Dawes SC, Liu Man Kin (as Judge M.K. Liu then was), K.C. Chan (as Judge K.C. Chan then was), and Daniel Marash SC.
Sean was a lecturer at the University of Hong Kong and taught civil procedure in the LL.B. programme. Sean graduated in 2014 from the University of Hong Kong with degrees in BBA(Law), LL.B., and P.C.LL. Sean is a Charles Ching Scholar, and in his school years was the recipient of the Norton Rose Prize for Competition Law.
